Investigators refuse to initiate case on resident of Ingushetia's torture

The investigators' refusal to investigate a torture application lodged by Said Barkinkhoev, a resident of Ingushetia, will be appealed against, his advocate has stated.

The "Caucasian Knot" has reported that Djamaleil, a brother of Said Barkinkhoev, a 27-year-old resident of Ingushetia, suspected having robbed a post office, said that he had been tortured. Visit Tsoroev, the detainee's advocate, has submitted a complaint to law-enforcement bodies, demanding to examine why his client's body has traces of torture.

Djamaleil has told the "Caucasian Knot" correspondent today that he had received a notification about the investigators' refusal to initiate proceedings against law enforcers.

The advocate, Visit Tsoroev, said that the refusal was expected. "For relatives, for me and for my client this was expected, because when they tortured him, it was obvious that law enforcers felt no responsibility for their actions," the advocate told the "Caucasian Knot" correspondent.

He stated that the defence intends to appeal against the refusal to open a criminal case. "According to investigators, it turns out that my client tortured himself, hurt himself with electric current and mutilated himself," Mr Tsoroev has explained.
