ECtHR rejects compensation for first president of Armenia

The Strasbourg Court found no reason to award compensation to Levon Ter-Petrosyan under his complaint of house arrest during mass protests in March 2008.

The "Caucasian Knot" has reported that Levon Ter-Petrosyan appealed to the European Court of Human Rights (ECtHR) with a complaint about the restriction of the personal freedom and the freedom of movement during the sitting strike in February 2008, as well as about the house arrest, to which he was subjected on March 1, 2008. As early as in November 2012, the Armenian government reported to the ECtHR the answers to the questions regarding the lawsuit and stated that Levon Ter-Petrosyan had not been subjected to the house arrest and the restrictions had been imposed on him to ensure his own security.

The ECtHR did not find reasonable the Levon Ter-Petrosyan's complaints about violations of the right to freedom and security, as well as the freedom of movement. Since the fact of the Levon Ter-Petrosyan's house arrest was not proved, the ECtHR dismissed the related complaint about discrimination based on political views, reports the today's decision of the ECtHR published on its website.

Meanwhile, the ECtHR found that Article 11 (the freedom of assembly and association) and Article 13 (the right to an effective remedy) of the European Convention on Human Rights were violated with respect to Levon Ter-Petrosyan. The Strasbourg Court also noted there were no grounds for the dispersal of the rally on March 1, 2008. No compensation was awarded to Levon Ter-Petrosyan.
