At 10:55 a.m. Moscow time on February 19, a counterterrorist operation (CTO) legal regime was introduced in the territory of the Derbent District in Dagestan. In the village of Belidji, law enforcers cordoned off the house, in which, according to their information, suspected members of the so-called "dormant unit" of the "Islamic State" (IS), an international terrorist organization banned in Russia by the court, were hiding. According to a source from the law enforcement bodies of the republic, the suspected militants rendered resistance and opened fire on the law enforcers. It turned out later that there was one militant inside the house. He was killed during the following shootout, the National Antiterrorist Committee (NAC) reported. According to the NAC, the killed man was plotting to commit a terror act; law enforcers found weapons, ammunition, and a "suicide bomber's belt" at the place of the armed clash. The CTO legal regime in the Derbent District was lifted at 5:00 p.m. Moscow time. The CTO was carried out on the outskirts of the Belidji village and did not affect local residents, villagers reported.

Detentions in Chechnya and Dagestan

On February 11, two residents of the Terskoye village in the Grozny District of Chechnya were detained together with a resident of Grozny. On February 18, their relatives reported that the detainees had been released. According to the relatives, law enforcers involved the detained young men in investigating actions and carried out preventive conversations with them. The young men were detained because of a correspondence about the events in Syria found in a mobile phone of a resident of Chechnya, a source reported.

On February 22, law enforcers brought to a police station four believers, who attended the Friday prayer in the mosque in Omarov Street in Makhachkala, reported journalist Idris Yusupov. According to local residents, on the same day, the police also had a raid near the mosque in the village of Semender. No information about any people detained in the village was reported.
