Chernyshev, Mikhail Anatolyevich

Mayor of Rostov-on-Don.

Born March 6, 1950, in the city of Rostov-on-Don.

Completing a high school with a silver medal in 1967, entered Rostov Industrial Machinery Institute. In 1972, receiving a diploma with honors as a Exact Mechanic Device major, MA. Chernyshev was distributed to Rostov Scientific Research Radio Connection Institute, where worked as an engineer and then as a first-category constructor engineer. Was actively engaged in rationalizing and inventing works, has a number of copyright certificates.

Since 1980 until 1985, worked within the Party apparatus.

Since 1985, worked in the executive branch authorities: deputy chairman of the Executive Committee of Proletarsky District Council of People's Deputies, deputy head of Organization and Instruction Department of the Executive Committee of Rostov Regional Council of People's Deputies, then head of Proletarsky District Administration of the city of Rostov-on-Don.

Rostov residents have repeatedly shown their trust in Mr. Chernyshev by electing him a deputy of City and County Councils of People's Deputies.

In July 1993, M.A. Chernyshev was appointed the head of Rostov-on-Don City Administration; in 1994, was elected a deputy of the City Duma and the head of the local administration of the city.

In December 1996, M.A. Chernyshev became the first democratically elected mayor of the city of Rostov-on-Don. 78% of the voters voted for him.

In December 2000, the residents of Rostov re-elected Mikhail Chernyshev the mayor of the Don capital. Having collected 50.4% of the votes, Mikhail Chernyshev is still the head of the city of Rostov.

Heading the representative and executive branches of the city's administration, Chernyshev conducts purposeful fruitful activities on developing the social infrastructure, perfecting the municipal economy under the new economic conditions, and establishing a system of the local government of the city.

M.A. Chernyshev is a chairman of the Municipal Formations' Associations of Rostov Region, Vice President of Russia's South City Association, and a member of the board of the Congress of Municipal Formations of Russian Federation.

For the many years of fruitful work and a significant contribution into the socioeconomic development of the city, M.A. Chernyshev was awarded the order of Friendship (orden Druzhby) in 1997 and the order of Honor (orden Pocheta) in 2000. M.A. Chernyshev was also awarded the sign of the Honored Constructor of Russia (znak "Pochetny Stroitel Rossii) in 1999.

Has a Doctor of Economics degree (doktor ekonomicheskikh nauk).

Is keen for sports: has sports ranks in swimming, chess, and shooting. Also plays soccer and tennis.

Married, two daughters.

  • Court dismisses appeal of activist Melikhova against fine for her verse

    A court dismissed all the arguments of the defence and upheld the decision to fine Marina Melikhova, an activist from Kuban, whose verse the law enforcement bodies recognized as discrediting the Russian Armed Forces. Marina Melikhova, who does not have the money to pay the fine, intends to file an appeal against the court’s decision.

  • Two natives of Northern Caucasus injured in shootout near “Wildberries” office in Moscow

    A shootout took place near an office of the “Wildberries” Company in the centre of Moscow. As a result, at least one person has been killed and several others have been wounded, sources report.   • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.
