Sultygov, Abdul-Khakim Akhmedovich

Chechen politician and statesman. Special Representative of the President of Russian Federation for human rights in Chechen Republic.

Born February 5, 1962, in Grozny. Graduated from Checheno-Ingushetia State University in the city of Grozny and the graduate school of Russian Economic Academy named after Plekhanov, Moscow. Master of Economics (kandidat ekonomicheskikh nauk). For a long time, taught economics in Russian Economic Academy named after Plekhanov. In 1990-1993, worked in the Supreme Council of RSFSR (Russian Soviet Federative Socialist Republic) and Russian Federation. In 1994-2000, was engaged in expert analytical research on humanitarian and political technologies of normalization of the North Caucasus situation and perfection of federal relations in Russian Federation. In 1996, was an advisor to the acting head of Chechnya's government Shamil Basaev on a voluntary basis. In 1998-2000, was the head of Moscow Humanitarian and Political Technologies Institute named after A. Avtorkhanov. Since 1999, works together with Akhmad Kadyrov (former mufti of Chechnya, now the head of Chechen Republic's administration). Worked as a head of staff of State Duma Commission for facilitating the political reconciliation and human rights in Chechen Republic and as a secretary of a joint group Duma-PACE for Chechen Republic. State advisor of Russian Federation of second rank. On July 12, 2002, was appointed the special representative of the President of Russian Federation to ensure the rights and freedoms of a human and a citizen in Chechen Republic.

A.-K. Sultygov has prepared over 100 scientific and publicist articles and analytic materials with recommendations on the current issues of the federal anti-crisis policies in the North Caucasus. The domain of his scientific interests is economics. In 2000, an author's monograph was published: Theory of Technologic Evolution. Certain Methodological Issues of Economics.

  • Court dismisses appeal of activist Melikhova against fine for her verse

    A court dismissed all the arguments of the defence and upheld the decision to fine Marina Melikhova, an activist from Kuban, whose verse the law enforcement bodies recognized as discrediting the Russian Armed Forces. Marina Melikhova, who does not have the money to pay the fine, intends to file an appeal against the court’s decision.

  • Two natives of Northern Caucasus injured in shootout near “Wildberries” office in Moscow

    A shootout took place near an office of the “Wildberries” Company in the centre of Moscow. As a result, at least one person has been killed and several others have been wounded, sources report.   • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.
