A picket organized as a part of the "Strategy-31", an All-Russian civil movement in defence of freedom of assembly in Russia, was held at the place in front of the State Bank building in Volgograd, the "Caucasian Knot" correspondent reports.

Article 31 of the Russian Constitution states: "Citizens of the Russian Federation shall have the right to assemble peacefully, without weapons, hold meetings, rallies and demonstrations, marches and pickets."

According to the organizers of the picket, it involved ten people. In their hands, the picketers were holding posters reading: "Citizens of the Russian Federation shall have the right to hold meetings, rallies and demonstrations, marches and pickets. Article 31 of the Constitution of the Russian Federation", "We demand to change the power at all levels". The picketers have also voiced the demands to hold fair elections.

"I want the observation of Article 31 of the Constitution on the right to hold public events: pickets, rallies, marches, demonstrations. The elections are coming. I want them to be held fairly," the "Caucasian Knot" correspondent was told by Vyacheslav Melchenko, a participant of the action, a former officer of railway troops.
