NKR's authorities promise to focus constitutional reforms on security

The Nagorno-Karabakh Republic (NKR) has completed public debates on the concept of constitutional reforms. The new model of governance will guarantee security and political stability of the NKR, said the head of the commission on constitutional reforms.

The "Caucasian Knot" has reported that on March 21, the NKR's President Bako Sahakyan signed a decree on setting up the above commission; the decision was supported by almost all the NKR's parties. The oppositional "Movement-88" and "National Renaissance" Parties stand for transition to parliamentary governance.

In Stepanakert, on July 28, the commission held a meeting with activists of more than 30 public organizations.

Ashot Gulyan, the Speaker of the Parliament and the chairman of the commission, noted that the project consists of five chapters: "Fundamental Rights and Freedoms of Human and Citizen", "System of Governance", "Judicial Power", "Local Self-Governance" and "Referendum".

Asmik Makaelyan, the Chair of the NGO "Motherhood", noted that the authorities' should more clearly define the borders of the NKR, which exist after 1994."

The format of discussions on the reforms should be revised, Susanna Petrosyan, the Chair of the NGO "Centre for Development of Artsakh Youth", has added. According to her story, people should be helped to clear out what is meant by the notion of "constitutional reforms", and "public organizations can help authorities in doing it."
