Resignation of head of Derbent is result of policy of federal centre and Abdulatipov

In the opinion of experts interviewed by the "Caucasian Knot", the resignation of Imam Yaraliev from the post of the Mayor of Derbent was expected and became a result of the policy aimed to improve the governance and strengthen the control over local authorities, pursued by federal authorities and the head of Dagestan.

The "Caucasian Knot" has reported that Imam Yaraliev, the head of the municipal formation "City of Derbent" resigned from his post on August 11, 2015. The decision was made after the meeting of the head of Dagestan Ramazan Abdulatipov with Vladimir Putin

According to Milrad Fatullaev, the director general of RIA "Derbent", the resignation of Imam Yaraliev was caused by Moscow's desire to strengthen the vertical of power in the condition of foreign policy challenges, and the economic crisis in the country.

"The federal centre is pursuing the policy of strengthening the control over the country, building a still tougher vertical of power, which should reach down to rural communities. With regard to Dagestan, it means that all the heads of administrations, all municipalities and urban formations will be strictly subordinated to the head of the subject, in this case – to Abdulatipov, while Yaraliev was a sort of a stumbling block," said Fatullaev.

In the opinion of Magomed Magomedov, an observer of the "Chernovik" newspaper, the resignation of Imam Yaraliev is two months overdue.

"It was clear that Yaraliev would not withstand the pressure of the administration of Ramazan Abdulatipov, the head of Dagestan, and sooner or later would have to go," Magomedov said in his conversation with the "Caucasian Knot" correspondent. "An independent head of a municipal formation is a category of politicians that doesn't fit the municipality-republic system of relations built by Abdulatipov."
