In Volgograd, case against policeman, suspected of abusing detainee, brought to court
In Volgograd, investigation of the criminal case against the squad leader of the squadron of the patrol-and-post service of the UVD (Interior Department), who is suspected of abusing detainees, has been completed. The case was brought to the court for consideration on the merits.
The "Caucasian Knot" has reported that the criminal case under paragraphs "a, b" of Part 3 of Article 286 of the Criminal Code of the Russian Federation (abuse of power by using violence and special tools) was instituted against the policeman in April.
According to investigators, on March 6, the policeman, while on duty, received a message about a fight in one of the shops of the Krasnooktyabrskiy District of the city.
"Having arrived in the place, the policeman, clearly exceeding his power, unlawfully used the special tool handcuffs against one of the participants of the conflict. Then, the policeman put him on the ground, bent men's legs and caught them by the chain of the handcuffs, restraining his hands behind his back. After that, the defendant stepped on the man's head man and forced him for a while in such a position, causing pain to the victim. Ignoring the cries of the detainee, the policeman wrapped a scarf around his neck and began to choke him, until the victim started to suffocate," says a statement published on the website of the Investigatory Committee of the Russian Federation (ICRF).
