Stavropol SIZO illegally keeps three residents of Dagestan, relatives assert
Three persons, detained in Dagestan – Ibragim Saipulaev and his guests Gasanov and Murzabekov – were sent for no reason to SIZO (pre-trial prison) No. 1 of the city of Stavropol, where they receive threats, asserts Ibragim's brother Shamil Saipulaev.
On March 12, Ibragim Saipulaev and his guests Gasanov and Murzabekov were detained in the village of Tsatanikh, Untsukul District of Dagestan. Power agents suspect them of carrying firearms.
On April 19, the investigator decided to appoint a forensic psychiatric examination. For this purpose the detainees were sent to Stavropol.
On April 28, Ibragim's brother Shamil Saipulaev told an employee of the Human Rights Centre (HRC) "Memorial" that all the three were taken to Stavropol, but not to the mental hospital for examination, but to SIZO No. 1.
According to Shamil Saipulaev, on April 23-26, the Dagestan detainees were given no food and water and not allowed to see their advocates.
On April 26, Murzabekov's advocate managed to meet his client. "He told me that some unidentified people come to their cell and threat them. He added that there was no examination; and they were not taken out of the SIZO," the statement of the HRC "Memorial" reports.
So far, the "Caucasian Knot" has no comments of investigators and the staff of SIZO No. 1 of Stavropol on Shamil Saipulaev's statements.
