In 2011, SFD was at top by number of complaints filed with Russian Ombudsman Vladimir Lukin

On April 18, Vladimir Lukin, Ombudsman in the Russian Federation, presented at the Council of Federation, a report on the results of 2011: the Ombudsman received 11.9 percent of the total number of complaints from the Southern Federal District (SFD), 5.5 percent from the North-Caucasian Federal District (NCFD). The greatest number of complaints from citizens of the Russian Federation was devoted to violations of civil rights and freedoms.

In total, in last year, the office of the Ombudsman in the Russian Federation received more than 54,000 individual and collective complaints of citizens. In reporting year, more than 26,000 complaints about violations of human rights and freedoms were received.

"31.5 percent of total number of complaints were received from the Central Federal District, 18.3 percent from the Volga Federal District, 11.9 percent from the South Federal District (SFD), 10.6 percent from the Siberian Federal District, 9.4 percent from the North-West Federal District, 6.8 percent from the Ural Federal District, 5.5% percent from the North-Caucasian Federal District NCFD), 4.2 percent from the Far East Federal District," stated the report for 2011, presented by Vladimir Lukin.

On April 18, Vladimir Lukin delivered his report to the senators of the Council of Federation and emphasized that the total number of complaints remained at the level of recent years.

"Distribution profile of complaints did not change on their subject: like earlier, the greatest number of complaints was filed in connection with violations of right to judicial protection. The smaller number of complaints was filed in connection with violation of social rights. Thus, in the formal parameters, the human rights situation appeared to be generally stable," stated Vladimir Lukin.
