Complaint filed by Prosecutor's Office about violation of custody rules at Rostov SIZO to be considered by court
The Prosecutor's Office of the Rostov Region has filed to the court a complaint demanding to eliminate overcrowding at the SIZO (pre-trial prison) No. 1.
"The prosecutor's inspections conducted at the SIZO No. 1 of the Kirov District of Rostov-on-Don revealed violation of Article 23 of the Law "On detention of persons suspected and accused of committing crimes", which sets the standard for sanitary area in a ward for one person at a rate of 4 square meters," said the representative of the Division on supervision over legality of criminal penalties of the Regional Prosecutor's Office in his interview to the "Caucasian Knot" correspondent.
At the same time, according to the source, the Regional Prosecutor's Office systematically reveals similar violations at detention facilities. He has also added that the complaint about that issue had been filed to the Kirov District Court of Rostov-on-Don.
"The case was assigned to Judge Olga Mitsenko, who considered the complaint at the preliminary hearings held on March 16 and appointed the court session for April 23," said Tatiana Serova, Press Secretary of the Kirov District Court of Rostov-on-Don.
According to Vitold Abankin, the head of the regional human rights organization "Put k Pravu" (Way to Law), overcrowding in wards of the SIZO No. 1 is caused by repair works.
Elena Eliseeva, Chairperson of the public supervisory commission of the Chief Department of the Federal Penitentiary Service, claimed absence of overcrowding of wards at the SIZO No. 1.
Comments of the administration of the SIZO No. 1 of the Kirov District of Rostov-on-Don are still not available.
