Dagestani Prosecutor's Office finds violations in MoD's activities in Botlikh

Magomed Abdullaev, the deputy of the Botlikh village assembly, received a letter from the Dagestani Prosecutor's Office, stating that in the course of the works in the Botlikh District, the Russian Ministry of Defence (MoD) made a number of mistakes.

This was told to the "Caucasian Knot" correspondent by Magomed Abdullaev himself.

"The deputies of the village assembly, Jamaat activists of the village of Botlikh, wrote a letter to the Administration of Russian President, indicating that at laying the road "Botlikh-Ansalta" and construction of disposal plant and treatment facilities, military men committed material violations of sanitary and epidemiological and other laws. The letter was sent to the Dagestani Prosecutor's Office, which inspection revealed that our claims had been justified," stated the deputy.

The letter emphasizes that "part of the road 'Botlikh-Ansalta' with length of more than 500 meters was paved with deviations from the construction project. On the specified section of the road, road traffic accidents occurred. The treatment facilities were built on creeping soils, and displacement of sewer pipes occurred. As a result, within five days, wastes from the treatment facilities were discharged in the streambed of the Avarskoe Koisu River."

Prosecutors report that "for committed violations of sanitary and epidemiological requirements, Roman Livada, the head of the barrack and operational division of the army unit, was brought to administrative responsibility in the form of a fine amounted to 10,000 roubles. Later, he was released from his position."

The Dagestani Prosecutor's Office confirmed the "Caucasian Knot" correspondent the fact of the letter.

Magomedrasul Osmanov, the head of the municipal formation "Botlikh Village Council" told the "Caucasian Knot" correspondent that his countrymen had other claims to the leadership of the military settlement in the vicinity of the village of Botlikh, which was built for the 33rd independent motorized rifle brigade.

"The town was built on 60 hectares of our most fertile land without our permission. At present, military men occupied another several hectares of land, which they use as a testing ground for training. They create problems for owners of gardens, located in the territory adjacent to the military settlement. Guards threaten owners of land plot to use a weapon, if they approach closer than 25 meters," said Magomedrasul Osmanov.

Besides, according to him, soldiers with submachine guns "freely walk around the village."

In their turn, the bosses of the military settlement refused to comment; they stated that only "the higher authorities, located in Rostov-on-Don," were competent to comment on the situation.
