Dagestan: adaptation commission to petition for five IAF members

Today, the Makhachkala city commission for helping those, who have decided to stop their terrorist and extremist activities, in adapting to peaceful life, has decided to support the appeal of five residents of Dagestan, who asked to allow them to serve their prison terms in the territory of the republic.

The sitting, chaired by Rizvan Kurbanov, First Deputy Prime Minister of Dagestan, has considered the applications submitted by five citizens of the republic, who were personally present at the sitting together with their parents and lawyers.

On June 5 this year, Temirlan Amirov, 18, being a member of an illegal armed formation (IAF), opened a submachine fire in Mamedkale at the building of the local police station. Nobody was hurt, but the premises were damaged, the "Caucasian Knot" correspondent reports.

Let us remind you that Temirlan Amirov, a member of the grouping of Gasan Abdullaev (Khasan), surrendered under the guarantees of Rizvan Kurbanov, the head of the Republic's Adaptation Commission.

When asked by Mr Kurbanov on what had forced the young man to join the IAF, Amirov said he was friends with a man, whose brother had "gone to the forest." After that he was afraid of being prosecuted for helping militants, since his acquaintances began persuading him that law enforcers would not leave him alone.

"The motivation of many IAF members to take up arms is in the fact that law enforcers torture their detainees. Did they apply any illegal methods of investigation to you?" asked Rizvan Kurbanov.

Temirlan Amirov and his lawyer Rasul Kadiev said that they had no complaints about it.

The young man could not explain what particular ideas had forced him to take up arms, saying that he "read too many articles on the Internet." When asked whether he was paid for his participation in the IAF, Amirov said that "he was paid nothing, sometimes they even starved." "Amir" gave us orders without explaining why this was necessary," said Amirov.

Another applicant to the commission was Arsen Isaev, 24. According to his story, his acquaintances, having learnt that he was in need of money, gave him 10,000 roubles. Then they asked him to rent an apartment, where IAF members later lived. After some time, they bought a car for Isaev, saying that he should take people in it when and where necessary.

On September 22, Arsen Isaev, acting with other IAF members, in the city of Dagestanskie Ogni, from the "presented" car, opened submachine gun fire at the premises of the local ROVD (District Interior Division). Besides, he confessed of attempt on a district policeman.

"When I heard about the commission, I immediately went out of the forest. I was just cheated. In the IAF the 'Amir' said law enforcers and those whom he points should be killed. Here, I realized that they were just bandits," said Isaev.

The commission has also considered the application of Telman Gadjimustafaev.

Let us remind you that Telman Gadjimustafaev surrendered under the guarantees of the Adaptation Commission under the President of the Republic of Dagestan during the counterterrorist operation (CTO) in Novy Township of Makhachkala on October 14-15. According to the operative data of the local headquarters of the NAC (Russian National Antiterrorist Committee), Telman Gadjimustafaev and Nariman Mirzamagomedov (who also surrendered to the authorities at the CTO in Makhachkala, - note of the "Caucasian Knot") were involved in commission of a number of terrorist crimes in Dagestan, in particular, in the shelling of the Mamedkali rural OVD of the Derbent District, the OVD building in Dagestanskie Ogni, and in the murder of Akhmedov, a school principal in the village of Sovietskoe, Magaramkent District, committed in July 2011.

Two more applicants to the commission - Zaur Makhmudov, born in 1979, and Farid Takhmezov, born in 1990, - surrendered to the authorities on August 26 in Derbent.

"The Adaptation Commission has decided - by the majority of votes - to petition before the court to allow serving their terms, in case of appointment, in Dagestan," said the head of the commission Rizvan Kurbanov after a long discussion, which took place without the press.

However, as he said, "should, in the course of inquiry, the applicants change their testimonies and refuse to help the investigation, the petition can be rejected before the hearings."
