FAS: Dagestani Ministry of Justice violates law on public procurements
The Ministry of Justice of Dagestan has violated the Law on state procurement at the open auction held in electronic form to purchase a car for the needs of the institution. This was reported by the Dagestani Office of the FAS (Federal Antimonopoly Service).
Let us remind you that that this year the official website of the Russian Federation for posting information about public procurement has published a bid for a purchase of a car for 1.4 million roubles for the Ministry of Justice of Dagestan.
"Summarizing the results of an unscheduled inspection, the Commission of the anti-monopoly authority has revealed that the specification of documentation at the open auction held in the electronic form indicates the only manufacturer - Toyota Highlander, and this fact limits the number of bidders," the "Caucasian Knot" correspondent was told by the press service of the Dagestani Office of the FAS.
According to the FAS, limitation of the number of bidders is a violation of the Law "On Placing Orders" and contains the signs of an administrative offence.
"The Ministry of Justice of Dagestan was found violated the Federal Law" On Placing Orders "and the institution received an order to annul the results of the open auction held in electronic form," the FAS reports.
However, Anvar Khalilov, Deputy Minister of Justice of Dagestan, Chief of the Legislation and Anti-Corruption Department, claimed absence of the final decision on the issue, since the case was to be considered by the court.
"In November, the Arbitration Court of Appeal in the city of Yessentuki ruled in our favour. The FAS Office filed an appealed, which would be considered by the court in Krasnodar," Anvar Khalilov stated.
The "Caucasian Knot" has reported that earlier the leader of Dagestan suggested dismissing officials who had violated the law on public procurement.
