In Ingushetia, Dolakovo residents claim Evkurov's brother escapes with their money charged for legal services

Residents of the village of Dolakovo in Ingushetia claim that Ruslan Evkurov, the cousin of the republic's leader, charged each applicant for 15,000 roubles for legal support in preparation of documents for grants allocated from the federal budget for development of small and medium businesses and disappeared with money. The deceived people state that they are going to seek justice on their own; the Ingush Ministry of Internal Affairs (MIA) claims that the Economic Crimes Control Division is investigating into the case.

Ismail Mankiev, the deputy of the municipal unit of the rural dwelling settlement of Dolakovo, sent to the "Caucasian Knot" edition office a letter asking for help. The letter described the situation, in which the Dolakovo residents became hostages. According to the deputy, about four hundred villagers were deceived.

According to Ismail Mankiev, this summer a young man of 30-35, who introduced himself as the official of the Ministry of Economic Development of the Republic of Ingushetia, charged the Dolakovo residents per 15,000 roubles; in total, 5 million roubles were raised. According to the young man, the money was needed to prepare as soon as possible, within two to three weeks, a package of legal documents for Dolakovo residents' grants allocated from the federal budget for development of small and medium businesses.

"It occurred in this June or July. The calendar shows mid-November; however, it seems, that the Dolakovo residents will receive no grants and no money collected by them to prepare the necessary documents," Ismail Mankiev emphasizes.

The Dolakovo residents have not seen "the official economist" since the day when he had received 5 million roubles. All resident of the village say that it was Ruslan Saipovich Evkurov, the cousin of Yunus-Beck Bamatgireevich Evkurov, the leader of Ingushetia.

As it turned out, the above man has never been an official of the Ministry of Economic Development of the Republic of Ingushetia. This was reported to the "Caucasian Knot" correspondent by a female employee of the institution. "A man with a surname like that had never worked and does not work now at our institution," the female official stated.

Ismail Mankiev, the deputy of the municipal unit of the rural dwelling settlement of Dolakovo, is dissatisfied: "We used to trust people." He also told the "Caucasian Knot" correspondent everyone knew that Ruslan Saipovich was a close relative of the Ingushetian leader.

According to him, in a month after Ruslan Evkurov received the money, his older brother Magomed Saipovich Evkurov visited them and said that no payments would be made on the lists.

"He said: "Don't even expect that" his brother deceived all of us. He did not answer our question where our money had gone. He only said that, if we want, we should deal with his brother ourselves, and left. Since that time, we have never seen or heard of brothers Evkurov. At first, the mobile phone number, on which we used to talk to Ruslan Evkurov, did not respond to calls; now it is completely blocked. Well, since I talked to Ruslan more than other people and carried on the negotiations with him, now people come to me to get an explanation where their money has gone. I've found myself in an awkward situation now," Ismail Mankiev finished his story.

Khavazh, a resident of the village of Dolakovo, confirmed the Ismail Mankiev's story.

Marzhan, a female resident of the village, whose family counts five adult children, none of whom could find a job, hoped that they would receive a grant to open a pastry shop.

"After the visit of Magomed Evkurov, Ruslan's brother, I have realized that we were cynically deceived and I sent a letter to the leader of the Republic of Ingushetia. I filed a complaint to the MIA and to the Prosecutor's Office. Till present, the authorities failed to respond, and nearly a month has passed," Ismail Mankiev stresses.

Zalina Zyazikova, a staff member of the Ingushetian leader's office, told the "Caucasian Knot" correspondent that the complaint addressed to the Yu.-B. Evkurov came from the public office and on October 20 it was sent under No. 2707 to the Security Council of the Republic to conduct investigation.

Akhmed Kotiev, Secretary of the Security Council of Ingushetia, knew nothing about the complaint; however, he promised to make inquiries and call back. Later, Ali Mutaliev, a staff member of the Security Council, has contacted the "Caucasian Knot" office and reported that he had just received the complaint and that tomorrow he would invite the complainant to clarify some issues.

The "Caucasian Knot" correspondent was reported that the complaint sent to the Ingushetian MIA had been brought to the Economic Crimes Control Division "to conduct investigation". A top-ranking MIA's officer, who preferred to remain anonymous, confirmed the relationship of Ruslan Evkurov with the republic's leader and expressed his doubt that the complaint would be solved and the offender would be punished in due order.
