Ex-officer of the Ministry of Interior Affairs accused of planting drugs to Director of OBI

Prosecutor General's sanctioned the indictment against Dmitry Shavelev, ex-operative inspector of Chief Directorate of the Ministry of Interior Affairs of Russia in Southern Federal okrug. He is accused of planting one kilogram heroin into the car belonging to Alexander Afanasiev, Director of OBI store in Volgograd.

On October, 22, 2010, "Skoda Octavia" car driven by Alexander Afanasiev was stopped by the personnel of State Traffic Safety Inspectorate who found a packet with 999,6 gram heroin under one of the seats.

The businessman stated that the drugs were planted but he was arrested and put into the investigative isolation ward. The case met broad public response. Employees of OBI company stood up for their colleague. They expressed serious doubts about Alexander Afanasiev's guilt.

After the arrest a criminal case was initiated against Afanasiev. However, the investigators of Investigative Department of Committee of Inquiry (IDCI) of Russia in the region successfully established that the drugs were really planted, web-site of IDCI of the Russian Federation in Volgograd region reports.

According to the investigation's version, the entrepreneur's car was screened by a truck from video cameras in OBI parking lot. Using these circumstances operative inspector Shavelev planted heroin formerly confiscated within the framework of one of the criminal cases into the car.

Earlier, the "Caucasian Knot" reported that on May, 12, Shavelev was detained and on May, 13, the court sanctioned his arrest.

Clauses "illegal drug traffic in an especially large scale committed by a person with the use of official position" and "abuse of authority causing grave consequences" of the Criminal code of the Russian Federation are incriminated to the ex-officer, "Interfax" reports.

According to the investigators, the motive for planting the drugs was personal hostile relations between the policeman and the businessman, "Commersant" reports.

During preliminary inquiry Shavelev did not acknowledge himself guilty, after the end of investigation he still denies his guilt completely, "Volgograd Times" reports.
