House destroyed at CTO in Nalchik not rebuilt, residents assert

Residents of the house in Zakharov Street in Nalchik, which was ruined in August 2010 in a counterterrorist operation (CTO), state that two apartments have not been rebuilt yet.

Let us remind you that on August 27, 2010, a CTO was conducted at No. 82 Zakharov Street, in a five-storey block of flats, when five suspected militants were assassinated. They hid in a leased apartment in the fifth level; and power agents managed to reach them by making holes in the roofing. IN total, they made 12 such holes.

The CTO resulted in complete destruction of two flats; and the rain water penetrated to lower flats through the holes during the whole year. Now, two more flats of the fourth level also need repairs, as the residents told the "Caucasian Knot" correspondent.

Alyona Akhnovskaya, an owner of a one-room flat, said that for a year she has been living with her friends, as her flat was completely ruined at the CTO, and added that she had lost all her belongings.

According to tenants, immediately after investigatory actions, the Nalchik City Division of the Ministry for Emergencies (MfE) sent a commission to the house, which inspected the damage and compiled an act with assessment of the damage. The tenants assert that they managed to know from unofficial sources that the commission's estimates were found too high; and the documents were sent to correction.

Robert Gaunov, the head of the above MfE Division, refrained from official comments, saying that all questions should be addressed to the heads of the Nalchik City Administration. The latter respond to tenants that "the contractor is now being decided."
