Karachay-Cherkessia faces especially acute problem of providing housing to orphans, Larisa Abazalieva asserts

More than 20 persons have already addressed the Office of the Children's Ombudsperson in the Karachay-Cherkessian Republic (KCR) after Larisa Abazalieva was appointed to the position. According to her story, the most serious problems in Karachay-Cherkessia are provision of housing for children-orphans and lack of institutions for rehabilitation of disabled children.

On July 16, Larisa Abazalieva was approved as the Children's Ombudsperson in Karachay-Cherkessia at the session of the National Assembly of the KCR.

According to her story, people come to her with a variety of questions.
"The work is difficult, first of all, in psychological regard, since, looking at a poor, abandoned and sick child, any normal person feels pain. Some problems can be solved immediately, others need time and efforts, whereas they should be solved quickly, since sometimes it happens that people are in the extreme degree of despair. They cannot be kept at the edge, a person can simply give up," said the Ombudsperson.

Today Karachay-Cherkessia has 310 orphans in need of housing. "The list grows every year. This is a very urgent problem for the republic," said the Ombudsperson.

Fatima K. (the name was changed) told the "Caucasian Knot" correspondent that, having a disabled child, she received from her husband the child maintenance in the amount of 500 roubles, while back in 2007 the court ordered him to pay 2200 roubles a month.

"After fruitless wanderings around all instances I was advised to contact the Commissioner for Children's Rights; I was assured that she worked very well and would definitely help. And really, it just happened. In the entire republic, Larisa Abazalieva was the only person who solved my problem," the woman said.

Lyubov Linichenko appealed to the Ombudsperson's Office asking to help in placing her to kindergarten: "We were promised to help. I don't know, if our problem will be solved or not. Anyway, here we were listened to attentively, not 'footballed off', as it often happens among our bureaucrats. Our problem will be considered at the level of the City Mayoralty; and we hope that it will be successfully solved."
