In Dagestan, militants' adaptation commission asks not to detain surrendered resident of Botlikh District

Today, under chairmanship of Rizvan Kurbanov, Deputy Prime Minister, a sitting of the commission for adaptation of members of the armed underground of Dagestan took place, where it was decided to ask investigators not to put Seidula Kazanalipov, a surrendered resident of the Botlikh District, behind bars.

The commission was addressed by Seidula's parents, who said that their son had joined militants in fear of persecution by law enforcers. His father managed to persuade him to surrender.

Seidula Kazanalipov spoke to the commission himself and said that he had got acquainted with local young men, who professed extremist views. At one meeting they presented him with a cell phone; later he decided to sell it.

However, it turned out that the owner of the phone was searched as an active member of IAFs (illegal armed formations). Law enforcers reached Kazanalipov; and he, fearing persecutions, decided to "go into the forest."

The young man told the commission that he never held firearms and was engaged in servicing militants – he brought food and clothes to them.

Now he decided to stop his criminal activities and return to peaceful life and to his family. He also expressed his regret about his former behaviour; he said that he repented and promised not to commit unlawful acts in the future.

After some exchange of opinions, the members of the commission have unanimously decided to ask the Investigatory Department for Dagestan of the Investigatory Committee of the Russian Federation (ICRF) and the Dagestani Prosecutor's Office to restrict Seidula Kazanalipov's freedom without putting him in custody.
