Inmates of places of temporary accommodation (PTS) for displaced persons in Chechnya under a threat of mass eviction

Over 200 people living in PTSs for displaced persons which the authorities of Chechnya several years ago renamed into dormitories for people in need of improvement housing conditions may be compulsorily evicted one of these days.

During a meeting with Arthur Parfenchikov, Director of Federal Bailiff Service of the Russian Federation in Grozny on July, 2, Head of Chechnya Ramzan Kadyrov called for measures against citizens illegally living in PTSs.

“The courts regarded lawsuits of the municipal Administration and and found over 200 illegal cases of dwelling in PTSs. That is, these people have dwelling in villages and personal subsidiary plots. It means their residence in these centers is unjustified”, Kadyrov declared at the meeting with Chief Bailiff of Russia and called for respective measures against the infringers.

Arthur Parfenchikov, in his turn, promised that the bailiffs would secure observance of all legal regulations.

Representatives of non-governmental organizations consider that statements like this from Head of the republic and Director of Federal Bailiff Service may result in one more eviction of the families of displaced persons from these so-called dormitories for people in need of improvement housing conditions.

Press service of Mayor’s office of Grozny preferred to redirect the “Caucasian Knot” correspondent to the Department of social protection of the population whose officials were unable to describe real situation explaining that eviction did not come within their competence.
