Rostov Region adopts measures to combat "laser hooligans"

The Rostov Region developed the action procedure for the law enforcement bodies in the case of information about blinding the pilots of aircrafts with laser beams during approach to landing.

According to the press service of the GUVD (City Interior Department) for Rostov Region, the action tactics comes down primarily to the rapid response to the pilots' information: the radius of laser hooligan activity is to be immediately located, the nearest patrol duty of militia patrol sentry service is to advance to the specified location, the private security crews and GIBDD (road police) officers patrolling the territory are to be informed, local residents' questioning is to be conducted to determine the eyewitnesses of the breaker activity.

"We consider this issue from the perspective of terrorism, since we speak of people's safety," said Sergey Gorban, Vice-Governor of Rostov Region, answering journalists' questions about adoption of the Regional Law prohibiting usage of laser pointers, and continued: "Legal department is instructed to consider the possibility for adoption of such a law at the regional level. All law enforcement agencies work to prevent such incidents. I consider tricks of laser hooligans as a crime against the people."

Sergey Gorban stated that the prohibition of the usage of laser pointers should be considered in the framework of the Federal Law and noted that "this problem cannot be solved by the restrictions".
