Week in the Caucasus: review of main events of April 4-10

Suicide bombers again blow them up in Northern Caucasus; unpleasant weather surprises paralyze life in the Krasnodar Territory; in Ingushetia, former deputy minister miraculously survives an attempt, - look these and other events in the review of the week of April 4-10, 2011, prepared by the "Caucasian Knot".

Dagestan: new terror acts

At night on April 10, an explosion was triggered in one of the streets of the city of Kizlyar in Dagestan. A man's body was detected at the venue examination. No other persons were hurt.

The casualty had a Kalashnikov submachine gun, two grenades and a suicide bomber's belt on him. He was identified as Abdulkadyr Aliev, born in 1981 in Tsuntin District of Dagestan. In the opinion of a source from law enforcement bodies, his aim could be liquidation of policemen: some 200 meters from the place of explosion, there is a small premise, often visited by OMON (special-purpose-police) agents who arrived from the Stavropol Territory.

A day earlier, specialists of the Department for Dagestan of the Russian FSB neutralized an explosive device, which had power of about 3 kg of TNT (trotyl) equivalent and was found in a cemetery in the capital of the republic.

Bad weather in Kuban

In the end of last week, for several days in a row, bad weather in Kuban (another name of the Krasnodar Territory by the name of the main river) was the reason of massive electricity supply failures. On Friday, April 8, strong winds left 39,000 residents of the Krasnodar Territory without electricity. By the evening of that day, supply was partially restored. In the afternoon on April 9, power engineers declared elimination of all the failures; however, a couple of hours later they reported new outages. As on 6:00 p.m. Moscow time, almost 36,000 persons in the Territory remained without electricity. By night supplies were partially restored. By 9:00 p.m. Moscow time on April 10, the operative-travel and emergency teams of the Open Joint-Stock Company "Kubanenergo" eliminated all the problems with their aerial circuit lines.

At night on April 9, bad weather in the Krasnodar Territory also provoked a mudflow in the railway section Lazarevskoe-Chemitokvadze. By the morning, the railways were already cleared of the mudflow consequences. Besides, it was reported about stopped traffic in the Federal Highway А146 Krasnodar-Novorossisk in the Krymskiy District of the Krasnodar Territory because of downpours.

A storm warning was announced in the District; there are problems in the work of the airports located in cities-resorts; and increased avalanche danger was reported.

Ingushetia: attempt on Khashagulgov

On April 10, at about 3:00 p.m. Moscow time, in Nazran, in the district named "Tsentr-KAMAZ", opposite the "Metallic" Company, an attempt was committed on Sultan-Girei Khashagulgov, former deputy minister of construction of the Republic of Ingushetia. According to the on duty officer of the Ministry of Internal Affairs of Ingushetia, an explosive device (its power being established) was triggered at the moment, when Khashagulgov drove up in his armoured Mercedes car to his house.

The victim was brought in grave condition and without consciousness to the Republic's Hospital, located not far from the "Tsentr-KAMAZ". He was operated on, and then placed to the resuscitation ward.

Sultan-Girei Khashagulgov is an elder brother of Isa Khashagulgov, who is now in custody accused of connections with militants. Earlier Sultan-Girei Khashagulgov was deputy minister of construction of the Republic of Ingushetia, when the ministry was commanded by Ruslan Amerkhanov. After Amerkhanov was shot dead right in his service office, Khashagulgov was dismissed from the position of the deputy.

  • Court dismisses appeal of activist Melikhova against fine for her verse

    A court dismissed all the arguments of the defence and upheld the decision to fine Marina Melikhova, an activist from Kuban, whose verse the law enforcement bodies recognized as discrediting the Russian Armed Forces. Marina Melikhova, who does not have the money to pay the fine, intends to file an appeal against the court’s decision.

  • Two natives of Northern Caucasus injured in shootout near “Wildberries” office in Moscow

    A shootout took place near an office of the “Wildberries” Company in the centre of Moscow. As a result, at least one person has been killed and several others have been wounded, sources report. Among the victims have been Abubakar Mestoev and Umar Chichaev, mixed martial arts (MMA) fighters from Northern Caucasus, reports Shamil Khadulaev, the chair of the Public Oversight Commission (POC) of Dagestan.

  • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.
