Wife of Issa Khashagulgov, suspected of organizing terror act in Vladikavkaz, demands meetings with her husband

Pyatimat Khashagulgova, the wife of Issa Khashagulgov, a suspect of committing a terror act in Vladikavkaz, kept in the Lefortovo SIZO (pre-trial prison) in Moscow and charged of illegal arms possession and participation in illegal armed formations (IAFs), complaints that she is not allowed to see her husband for six months already.

Let us remind you that Issa Khashagulgov is suspected of organizing an explosion on September 9, 2010, at the entrance to the central marketplace in Vladikavkaz, which killed 20 persons, including the suicide bomber, as it was stated by Alexander Bortnikov, director of the Russian FSB, on October 12, 2010. However, no official charges of organizing the terror act were presented to Khashagulgov. Issa refuses to plead guilty. His lawyer Musa Pliev asserts that the case was fabricated.

Pyatimat Khashagulgova told the "Caucasian Knot" correspondent that visits to detainees are allowed, in particular, by Point 19 of the "Set of Principles for Protection of All Persons under Any Form of Detention or Imprisonment in Whatever Form", adopted by the UN General Assembly Resolution 43/173 of December 9, 1988.

Lieutenant-Colonel of Justice Chekushkin, Deputy Head of the 3rd Division of the Department of the Russian FSB said in response to another Pyatimat's petition that her visit to Khashagulgov was not allowed.

"In accordance with Article 18 of the Federal Law (FZ) No. 103 of July 15, 1995, "On Custody of Persons Suspected or Accused of Committing Crimes", suspects and accused persons may be granted not more than two visits per month. An investigator reserves the right to refuse to grant a meeting without explanation," said the Colonel.

Pyatimat believes that refusal to meet her husband is inhuman treatment of the prisoner, father of six small children, who is separated from his family for six months already. Throughout the investigation she saw him briefly only twice – during the court sessions, where his custody in Lefortovo was extended.
