Yunusov: most of Dagestanis' problems stem from their legal nihilism
Makhachkala hosted a roundtable "Role of NCOs (non-commercial organizations) in overcoming legal nihilism in Dagestan", during which its participants shared their views on the reasons and implications of this phenomenon.
According to the lawyer Abdurazak Dzhamalutdinov, disbelief in the power of the law is a barrier on the way to civil society; while Raisat Osmanova, leader of the movement "Dagestan without Orphans", noted that due to unawareness of their rights, many persons remain without the financial support guaranteed by the laws of the country.
According to Israpil Tarkinskiy, chairman of the Dagestani Regional Branch of the Youth Union of Lawyers of Russia, in preparation for the roundtable they reviewed and summarized 137 citizens' complaints on the issues of enforcement of their rights, which were received by the Call-Centre of the Union in the period from January 12 to March 15, 2011. "This is a major step forward in overcoming the legal nihilism," said Tarkinskiy.
The idea of the Centre is that citizens' call to the free hotline, while students of the Russian Academy of Law handle the calls and answer all the questions.
