Chechen deputies suggested to introduce amendments into the law "On Police"
The Parliament of Chechnya brought into State Duma amendments to the law "On Police" which would let Chechen militiamen who have formerly fought on the side of gunmen pass re-attestation.
According to the law in force, the militiamen who have formerly been gunmen and were then granted an amnesty cannot pass re-attestation. The same concerns persons against whom there have been criminal proceedings closed later for reconciliation of the parties.
Chechen deputies suggest to allow police service to amnestied persons and those whose criminal cases were closed after reconciliation with the aggrieved, "Gazeta.ru" writes.
This concerns part 1, clause 29 of the document "Limitations, duties and prohibitions connected with police service". It specifies the conditions under which one cannot stay in police service. Without such amendments to the law a considerable part of the personnel of the Ministry of Interior Affairs of Chechnya formed out of former participants of paramilitary groups who have passed to Ramzan Kadyrov's side cannot be re-attested.
It should be reminded that the law "On Police" came into effect on March, 1. The reform of the Ministry of Interior Affairs stipulates renaming militia into police, deliverance of the office from unnecessary functions, cutback of the staff by 20% till January, 1, 2012, Gzt.ru reports.
