Cafe in Khasavyurt could be blown up for refusal to pay "homage", law enforcers say

According to one of the versions, the terror act near the café in Khasavyurt could be committed by those gangsters, who collect "tribute" from the local businessmen, engaged in selling alcoholic beverages. According to a source from law enforcement bodies of Dagestan, from the beginning of the year it is already the fourth explosion of a public catering entity in Khasavyurt, whose bosses refused to pay to extortioners.

Four casualties and six wounded persons resulted from the terror act committed on January 26 in Khasavyurt near the café named "Caravan". The Ministry of Internal Affairs (MIA) of Dagestan has reported that the bomb of 30 kilos of TNT-equivalent was planted in a car parked near the café.

Law enforcers call the revenge of militants to those owners of cafés and shops, selling alcohol, who refuse to pay the "bandit tax" for their business, which is "against Islamic canons" as the main version of the crime.

Let us remind you that earlier it was reported that the explosion of the café was a militants' attempt to press district authorities to restrict or prohibit sale of alcoholic beverages.

The "Caucasian Knot" correspondent reports that the term "to send a flash stick" is now popular in the republic. Militants use this electronic data carrier to move their demand to pay money allegedly "on jihad."

Some owners agree to pay for safety reasons. "It concerns not only small undertakers but heads of large commercial companies and joint-stock entities," a source from the Dagestani MIA told the "Caucasian Knot" correspondent.
