Ingushetia residents complain of power agents' actions

Two residents of Ingushetia - Rakhman Imazhev from the city of Nazran and Anzor Mamilov from the city of Nazran - sent their complaints against the actions of power agents, which they believe to be illegal, to Ingush President Yunus-Bek Evkurov and human rights organizations.

The complaint lodged by Rakhman Imazhev runs that on July 8 at about 6 a.m. armed persons in masks, who presented themselves as FSB agents from the Department for Ingushetia, rushed into his house. They presented a search sanction saying that Rakhman's brother - Ramazan Imazhev - was supposedly keeping illegal arms and ammunition; they drove everybody out of the house, checked the cars and searched the premises.

The power agents found nothing illegal, but confiscated Islamic literature, the applicant noted. After the search they took Ramazan away with them, having explained that they needed for explanations about the confiscated literature and promised to soon let him home. However, since he failed to appear, at about 9 p.m. his relatives went to the FSB Department, located in Magas, where they were told that Ramazan's explanations had not been over.

"We have no idea why they had detained Ramazan, and we're afraid for his life and health. We are sure that he was detained illegally and in violation of his rights to defence," said Rakhman Imazhev and marked that the agents had conducted the search without the presence of the district militiaman and other local officials.

Anzor Mamilov reported in his application that on July 8, at about 11 a.m. he and his father were detained by employees of the MIA of Ingushetia when they passed in a taxi the entrance GIBDD (State Traffic Safety Inspectorate) post in the area of the "KAMAZ Centre" on their way back from Rostov-on-Don, where Anzor studies at an institute.

Right after detention, Anzor Mamilov and his father were brought, without explanations, to the MIA building in Nazran, where they were placed in different rooms and interrogated about religion and terror acts.

During the interrogation, as the applicant wrote, militiamen forced him to write "what never happened in reality," and beat him until he agreed to sign everything that they asked. "During the beating they forced me to drink a bottle of beer, after which I no longer understood what happened around me. Having forced me to sign some 3 documents, militiamen brought a video camera and forced me to slander my acquaintances Malsagov, Martazanov, two Tsokov brothers and Kuzikov," Mamilov wrote.

He noted that he had defamed all those young men of preparing a terror act under the pressure of militiamen, who dictated surnames to him. Prior to release him, militiamen took a subscription from Mamilov that he agrees to cooperate with militiamen and FSB. The applicant emphasized that he had signed the paper only to stop his beating.

The militiamen, Mr Mamilov adds, also blackmailed him saying that if he told someone about the incident, they would show the paper that he had signed to militants, who "would surely liquidate him," otherwise, they promised, he "would surely disappear".

Both applicants ask to protect them and their relatives from power agents' arbitrariness, check the specified facts and clear out the circumstances. The applications of Mamilov and Imazhev are published by Magomed Mutsolgov, a member of the expert's board at the Russian Ombudsman and chairman of the Autonomous NGO "Mashr", in his blog that he runs in the in the "Caucasian Knot".
