Khloponin promises to punish bureaucrats for terror act in Stavropol

Today, Alexander Khloponin, Plenipotentiary of Russian President in the North-Caucasian Federal District (NGFD), told journalists that because of failure to take due security measures in Stavropol, where the explosion on May 26 killed 7 persons, he ordered to open criminal cases on service negligence.

According to Mr Khloponin, in the near future, after "respective conclusions" the persons, "who should have ensured safety in the course of the mass event but exhibited their negligence, will be punished," the ITAR-TASS reports.

The Plenipotentiary has expressed his confidence that the terror act will be solved in the near future, and those guilty will incur due punishment. According to his story, "there are the real versions and real suspects."

Inspectors study five basic versions of the terror act: an explosion with the aim of intimidating townspeople and influencing local authorities; a crime of radicals directed against non-Slavonic nationals; an interethnic conflict; sorting things out by businessmen; or a gangsters' showdown, as the BBC reports.
