Different estimates of session disruption by Dagestan MPs
Experts and politicians in Dagestan differ in assessing the failure to hold a regular session of the National Assembly of Dagestan on December 29 because of quorum absence.
Deputy Gazimagomed Abdullaev, who was elected in Makhachkala, has unequivocally stated that there was the needed quorum.
"The session was attended even by those who seldom come, like Magomedsalam Magomedov," Mr Abdullaev said.
He has also noted that the interested forces could "design" the absence of quorum through the electronic voting mechanism. President of Dagestan Mukhu Aliev and his retinue were named as such most interested forces.
"Aliev's supporters either failed to vote or left the session hall right after the start of the voting procedure; besides, they have access to the equipment. That, they give a sort of a signal to Moscowlook, we can ruin your nominee to the post of the head of the republic in a similar way, if it is not Mukhu Aliev," he has noted.
His colleagues - Eduard Khidirov, leader of the regional branch of the "Patriots of Russia" Party, and another MP from Makhachkala - Adil Kabardiev - supported his opinion. However, Mr Khidirov has noted that when the point will be to vote for the Moscow-offered nominee to the post of the head of Dagestan, almost all the deputies will support him.
Nikolai Alchiev, vice-speaker of the parliament of Dagestan, head of the faction of the regional branch of "Edinaya Rossiya" and head of the regional electoral office of this party at local government elections, has stated that everything happened spontaneously. "There was no plan to disrupt the session," he said and added that nobody could benefit from the session failure.
Another deputy, who preferred to remain anonymous, has emphasized that the republic's leader was also absent at the session. "Change of power is in the offing, and we see the symptom of 'lame ducks', when politicians and bureaucrats have the devil-may-care attitude to everything and think only of their own problems," the MP said.
Let us remind you that on December 29 Makhachkala was to host this year's last session of the Dagestan parliament. At the starting voting it turned out that only 33 out of 72 MPs were present. The Chairman of the National Assembly had to indefinitely postpone the session. In the opinion of some deputies the reason was in the situation with reappointment of the region's leader.
