"Voice of Beslan" offers human rights activists to urge Russian authorities to pass a law on status of terror act victims
Ella Kesaeva, head of the All-Russia Public Organization "Voice of Beslan", moved a proposal at the reporting-election Congress of Human Rights Defenders in Moscow to address the Council of Federation and State Duma with a request to pass a law on the status of terror act victims. The Congress unanimously upheld the offer.
"I proposed to address the Council and Duma and ask them to pass a law on the status of terror act victims. So far, Russia has not defined their status; and there is no corresponding law. The Congress accepted my offer unanimously," Ms Kesaeva said to the "Caucasian Knot" correspondent.
For two years already, the victims strive for adoption of the law on the status of victims. "When we only developed the law, nobody could understand what we wanted. For two years we keep explaining. Already the majority has understood that not supporting us looks at least strange. The only thing is that those who make decisions prefer to keep the silent position. They can't say 'No' already, but they're not ready to say 'Yes' yet. I think the issue should be lobbied," Ms Kesaeva believes.
