In Karachai-Circassia, prosecutors find violations in "Nadezhda" social and rehabilitation centre

The Prosecutor's Office of Karachai-Circassia had revealed a number of violations in the work of the Republic's Social and Rehabilitation Children's Centre named "Nadezhda" (Hope). Prosecutors believe that certain provisions of the Centre's charter contradict the legislation.

In particular, as the "Caucasian Knot" correspondent was told at the press service of the prosecutor's office, the charter lack a chapter describing the organization of the work, and rights and duties of the parents or their substitutes.

"The children who experience difficulties in education and school adaptation due to various biological and social reasons should be examined by the psycho-medical-pedagogical commission, which the Centre doesn't have; accordingly, the charter says nothing about the functional duties of such commission," the press service has reported.

The check also revealed violations in the conditions, in which children live. "The workshops have no access of daylight and natural ventilation. The boxroom is cluttered up, and reception of dirty and issuance of clean linen are made through one window," the prosecutor's office said. Besides, the Centre has no pupil's desks and furniture for preschool children.

"The available furniture is shabby, and bedside-tables for keeping personal things are in deficit," runs the statement.

Violations were also revealed in medical servicing of children at the Centre. Thus, at the first check by prosecutors, the mandatory first-aid kits at the vaccination ward were available, but not fully stuffed; however, during the second check the deficiencies were liquidated.

Besides, the list of staff of the reception ward had no nurses; therefore, a permanent problem was with the persons in charge of initial sanitary treatment of arriving kids.

They have also reported that the gynaecologic study lacked equipment, and there was no dentist's at all.

As of the time of the check, the "Nadezhda" Centre had 63 children. At the same time, as the prosecutors have noted, the land plot surrounding the Centre, is too small, which is a violation of hygienic requirements to organization, maintenance, equipment and operation of specialized establishments engaged in social rehabilitation.
