Chechnya to increase penalties for ecological violations
In 2010, the fines for violations in the ecological sphere in the territory of the Chechen Republic will be essentially raised. In the opinion of local ecologists, such measures should enhance the responsibility of heads of enterprises and organizations for observance of ecological standards.
The "Caucasian Knot" correspondent has learnt about it from a source in the Committee on Ecology in the government of Chechnya.
Thus, for a breach of the established requirements for recycling or use of wastes heads of enterprises, organizations and other establishments, irrespective of their form of ownership, will be fined by 10-20 thousand roubles (now - 2-5 thousand roubles).
The entrepreneurs guilty of polluting the environment will be fined by 30-50 thousand roubles, and legal entities (also irrespective of the form of ownership) will have to pay 100-250 thousand roubles (now the fine is 2-5 and 10-100 thousand roubles respectively).
According to the source, the respective decisions were made on November 10 in Grozny at the sitting of the governmental Committee on Ecology.
The problem of disposing household wastes and garbage is rather acute in Chechnya. The point is that the republic still has no special enterprises for recycling of disposing solid domestic wastes and garbage. Spontaneous garbage dumps can be still met in the outskirts of Grozny and other large settlements.
