Convicted Dagestani resident complains about torture

Asef Chubanov, a resident of Dagestan, sentenced to imprisonment for failure to report a crime allegedly committed by his fellow villager and possession of firearms, filed a complaint about falsification of his case, pressure, and torture. The court of cassation upheld the verdict.

According to the public prosecutors’ version, in 2021, a fellow villager told Asef Chubanov about transferring money to militants fighting in Syria, but the man did not report the above to the law enforcement bodies.

In March 2022, Asef Chubanov’s house was searched, and the man was detained. Asef Chubanov claims that law enforcers planted a pistol and a grenade on him and then began asking him about his connections with a fellow villager suspected of financing terrorism.

The Magaramkent District Court sentenced Asef Chubanov to one year and two months of imprisonment under one criminal article and to four months under another criminal article.

Asef Chubanov requested court to cancel the verdict in the case on failure to report a crime “due to the absence of corpus delicti in his actions.” The justification claimed that “the criminal case was falsified, and the testimony was obtained using unauthorized methods, including torture and use of violence.”

In March, in Kaspiysk, a court fined Ibragim Kurbanov for failing to report the preparation of a terror act by his acquaintances, who were later killed in a shootout with law enforcers.
