CSIS: 49 steps towards ensuring human rights and safety in Northern Caucasus
A joint report, prepared by the Initiative for Human Rights and Safety, Centre of Strategic and International Studies (CSIS) and Robert Bosch Foundation and entitled "49 Steps Towards Ensuring Human Rights and Safety in Northern Caucasus" has been published. Sara Mendelson is its author.
The document is a synthesis of several dozens of particular and practical recommendations, which appeared as a result of several meetings at the Bosch Foundation in Berlin in May 2005, March 2006 and October 2006 of high ranking officials of international organizations, governments and nongovernmental organizations (NGOs).
The recommendations cover a broad range of problems, including the following:
- Better coordinate the efforts of the donors
- Stronger support of the civil society organization (in particular, human rights NGOs and independent mass media) in localities
- Special attention to projects intended for the new generation
- Enhanced responsibility and accountability of the international organizations that operate in the region
- Better cooperation with the Russian government
- Attracting private businesses' investments to Northern Caucasus
- Applying the interdisciplinary approach to ensuring the legality in the region.
