Lawyers criticize guardianship authorities' passivity in KBR

A woman from the Chegem District was accused of torturing her son only after the boy's father had learnt about beatings, while the guardianship bodies knew nothing about the family problems. The Nalchik large family, where the girl beaten by her stepfather died, was known to the officials as a problem one, but they did not notice the child abuse.

The "Caucasian Knot" has reported that in April investigators suspected the above woman from the Chegem District of the Kabardino-Balkarian Republic (KBR) of regularly beating her minor son. On July 17, 2021, it became known that the case of the woman accused of systematic torturing her minor child was sent to the court.

The Chegem guardianship bodies knew nothing about this family until a criminal case was opened against the mother, Rita Uzeeva, the head of the guardianship and tuition division of the district administration, told the "Caucasian Knot" correspondent.

On July 8, a great public outcry in the KBR was caused by the death of an eight-year-old girl in Nalchik. A man beat the daughter of his partner up in her presence; the next day the girl died, but her mother tried to shelter her partner and present her daughter's death as an accident, investigators have reported.

The family in which the girl died was registered as a poor one. Before the tragedy, the guardianship bodies had not suspected the parents of cruel treatment of their children: the parents themselves handed over their children to a social shelter when they had nowhere to live, but later they acquired housing and took the children to them, Salim Ulakov, the head of the guardianship and tuition division of the Nalchik city administration, told the "Caucasian Knot" correspondent.

Investigators have suspected the employees of the above division of negligence. "The guardianship and tuition bodies had failed to timely establish supervision over the family and failed to take measures to ensure the safety of minor children," the "Caucasian Knot" correspondent was told at the KBR branch of the Investigating Committee of the Russian Federation (ICRF).
