Grozny residents complain about crudity of permissive regime

Residents of Grozny can get permits for shopping and moving around the city only for pre-determined hours; and every day they can go out for only two hours. Some Grozny residents have such permitted hours not coinciding with the working hours of trading enterprises; and on the eve of the Eid al-Fitr, there are long lines in stores, and people fail to buy groceries within the prescribed hours.

The "Caucasian Knot" has reported that since May 18, Chechnya has partially lifted restrictions on the work of public transport, but regional authorities have announced a ban on movement on the days announced as days-off on the occasion of the Eid al-Fitr.

"Permits are issued by the local administration. My permit fixes the time from 8 to 10 a.m., although most outlets are open since 9 in the morning. I tried to change the permit, but they refused on the pretext that they can't give permits to many people for the same hours ... I go to the marketplace at my own peril and risk," said Raisa, a resident of Grozny.
