Residents of Chechnya express their dissatisfaction with special permit system

In Chechnya, for the second day there has been a ban on leaving home without a special permit. Each family is allowed to spend six hours a week for purchases. The special permit system does not work well and fails to take into account the needs of people, residents of the republic complain.

The restrictions do not take into account the needs of the people who, for example, are engaged in cattle breeding, Instagram user larisa.khuseinova notes. "I wonder what those people who have [sheep] should do. They are to drive them out in the morning and bring them home in the evening," wrote user larisa.khuseinova as translated from Chechen by the "Caucasian Knot" correspondent.

Residents of Chechnya, interviewed by the "Caucasian Knot" correspondent, also reacted negatively to the introduction of the permit system. "A person is given two hours three times a week to buy food and medicine. And on Sundays, you are not allowed to leave your house at all. For example, we don't have our own butcher's shop in the village, so we need to go to the centre [of Grozny]. What should we do in such a case? What will happen if we fail to return within two hours? This is complete arbitrariness and mockery of people, I think," said Kheda, a resident of the Zavodskoi District of Grozny.

Other Grozny residents note problems with the very procedure of issuing special permits. "The administration announced the permit system. However, the problem with the issue of special permits has not been solved yet. In some places, no permits are available, in other places, permits have not been issued yet, and in the third places, some permits have been already issued. This is just a new irritant for the population. People are already tired of the uncertainty. Meanwhile, most people run out of money, and their patience will end with their money," said Salavdi, a local resident.
