Sister of Ingush victim of torture explains her claim to MIA for 20 million roubles

A sister of Magomed Daliev, who died of torture in the Ingush Centre for Combating Extremism (CCE, also known as Centre "E"), filed a claim to the Ingush Ministry of Internal Affairs (MIA) for 20 million roubles of compensation. The woman said that in her struggle for a fair investigation into the case of her brother's death, she had to endure constant threats, surveillance, and slander. Despite her health problems, Pyatimat Yusupova intends to continue her human rights activities.

The "Caucasian Knot" has reported that in November 2019, Pyatimat Yusupova filed a claim to the MIA of Ingushetia. The complainant demanded from the MIA to pay an amount of 20 million roubles in compensation for non-pecuniary damage in connection with the death of her brother from torture at the Centre "E".

50-year-old Magomed Daliev was detained on suspicion of involvement in a robbery on a bank branch. He died of torture at the Ingush Centre "E" on July 16, 2016.

"No money will return my killed brother from the other world. No millions will compensate me for his death," said Pyatimat Yusupova.

After Pyatimat Yusupova learned about her brother's death during interrogation and torture, she arrived in Ingushetia from Chelyabinsk and began to seek arrests of the persons who killed her brother and a launch of investigation against them. In the course of her struggle, the woman reported about the inaction of law enforcers and about the gross violations of human rights in units of the law enforcement bodies in Ingushetia. For her struggle, Pyatimat Yusupova was nominated for the "Caucasian Knot" contest "Hero of the Caucasus-2017".

According to Pyatimat Yusupova, she was blackmailed by possible troubles for her another brother to force her to stop her struggle for a fair investigation into her brother's death.

Lawyers have noted that it is practically impossible to hold the scammers accountable for the fact that they had sold stolen property, posing themselves as fighters of the "Akhmat" Chechen special unit.
