Trifonov's resignation shows Putin's discontent with NCFD law enforcers

Law enforcement bodies of the North-Caucasian Federal District (NCFD) are not efficient; and the resignation of Igor Trifonov, the head of the Ministry of Internal Affairs (MIA) of the Karachay-Cherkessian Republic (KChR) is an attempt to change the situation, the experts interviewed by the "Caucasian Knot" believe.

The "Caucasian Knot" has reported that on November 4, Vladimir Putin signed resignation of a number of high-ranking law enforcers, including Police Major General Igor Trifonov, the MIA head of the KChR.

Dmitry Oreshkin, a political analyst, believes that the above resignations reflect the president's dissatisfaction with the work of law enforcement bodies in general. "Kremlin has a feeling that the situation is getting out of control; and in order to somehow keep it in hand, such demonstration is undertaken. Besides, here we see Putin's certain discontent. He had made law enforcers practically untouchable; however, it has not added respect for them; rather, on the contrary. Apparently, he thought that now it's time to restrain law enforcers, so that they behave 'within the permitted bounds' and work more efficiently. Law enforcers can be called to order only by such measures," Mr Oreshkin told the "Caucasian Knot" correspondent.

Magomed Shamilov, a retired law enforcer and now a Dagestani activist, believes that a "cleansing" of the country's entire law enforcement system is a must. "They all need to be changed, <...> especially in the Caucasus," he said.

According to Shamilov, the leaders of North-Caucasian power structures "have turned into unit princes." "They've created a state within the state; they are not accountable to anyone; they terrorize businesses; all the power is in their hands; the state has become a military-police one," Magomed Shamilov has stated. He supported the resignations, but treated them as "a demonstrative petty cleansing."
