Makhachkala resident complains to ECtHR about beating up by law enforcers

Taigib Zalbegov, a resident of Makhachkala, has filed a complaint to the European Court of Human Rights (ECtHR) against his beating by law enforcers in 2016 and investigators' refusals to institute criminal proceedings.

On May 24, lawyers of the Human Rights Centre (HRC) "Memorial" filed a complaint to the ECtHR in the interests of Taigib Zalbegov, born in 1982.

According to Taigib Zalbegov, on November 1, 2016, near his house, law enforcers checked his ID, forced him into their service car, locked him up, and searched his car. And when he shot all that on video, he was handcuffed and badly beaten. Meanwhile, he was not informed about a reason for his detention.

"Taigib Zalbegov appealed to doctors for help. He was given a certificate that he had got bruises on his chest," the HRC "Memorial" notes.

According to the HRC, on November 18, 2016, the beaten man filed a complaint to the investigative authorities, but was refused in institution of criminal proceedings against the law enforcers.
