Kizlyar shooter records a video before attacking people

An appeal to "brothers around the world" contains a call to commit terror acts.

The "Caucasian Knot" has reported that on February 18, while people were celebrating the holiday of Maslenitsa in Kizlyar, a man opened fire at people from a hunting rifle. As a result, five persons were killed, including the shooter himself. Four wounded persons still stay at the hospital. The attacker was identified as 22-year-old Khalil Khalilov. Sources called him a member of a "dormant unit" of the "Islamic State" (IS), banned in Russia, which claimed responsibility for the attack.

A video with shooting in Kizlyar was posted on the Internet. It shows the attacker walking down the street with a rifle and shooting people.

Before the shooting, the attacker recorded a video message to call on like-minded people to "join the massacre," the NEWS-R reports with reference to a source from the law enforcement bodies for Dagestan.

A short video entitled "Khalil Khalilov left a video message before the shooting near the temple in Kizlyar" is available on the YouTube. The video shows a man in a mask, sitting on the floor, with a rifle next to him. "Dear brothers and sisters... I would like to make this little appeal to all the brothers around the world," he says.
