Igor Kalyapin challenges eighth refusal to institute criminal case on attack in Chechnya

Igor Kalyapin, Chairman of the "Committee for the Prevention of Torture", has also appealed to the chief of the Department for Grozny of the Russian Ministry of Internal Affairs (MIA) with a request to start disciplinary proceedings against the policemen who refused to initiate a criminal case on the fact of an attack on him in the Chechen capital.

On March 16, Igor Kalyapin, a member of the Presidential Human Rights Council and the leader of the Committee for the Prevention of Torture, was attacked near the "Grozny City" Hotel, from where he was evicted. According to an eyewitness, Igor Kalyapin was attacked by about 15 people, who knocked him down, threw about 20 eggs on him, and then dust him with flour and poured with green antiseptic.

The "Caucasian Knot" has reported that earlier, the Chechen Prosecutor's Office cancelled the investigators' decision to refuse to institute a criminal case on the attack on Igor Kalyapin, and submitted materials for additional verification.

"Seven resolutions of the Chechen MIA on refusal to institute criminal proceedings were declared illegal and cancelled. At present, it is the turn of the eighth MIA's resolution," wrote Igor Kalyapin on his Facebook page.

According to the "Committee for the Prevention of Torture", its Chairman Igor Kalyapin has challenged the eighth MIA's resolution on refusal to institute criminal proceedings on the attack on him in the centre of Grozny.

The "Committee for the Prevention of Torture" reports that in addition to the appeal to the Prosecutor's Office against the eighth resolution on refusal to institute criminal proceedings, Igor Kalyapin has also addressed the chief of the Department for Grozny of the Russian MIA "with a request to start disciplinary proceedings against the policemen who repeatedly issued the rulings on refusal to initiate criminal proceedings, without making required verification activities."
