Economists expect pressure on businesses after Kadyrov's demand to attract investment

The Kadyrov’s demand to his officials to attract investments may result in extortions in Chechnya, the economist Mikhail Delyagin believes. His colleague Mikhail Chernyshov is sure that without specific plans this demand is pure demagoguery.

The “Caucasian Knot” has reported that on February 6 the head of Chechnya demanded from his officials to attract extra-budgetary funds, and threatened to dismiss those who fail to do it.

Mikhail Delyagin, Doctor of Economy, the Director of the Institute of Globalization Problems and a member of the public organization Russian Academy of Natural Sciences, doubts that in Chechen realities the scheme of attracting investments can work.

Mikhail Chernyshov, an economist, a senior fellow at the Institute of Market Problems of the Russian Academy of Sciences (RAS), supports the idea of attracting extrabudgetary funds. He recalled the recent statement of Ramazan Abdulatipov, the head of Dagestan, that every ministry should "have an efficient business team."

The Kadyrov's idea of urging his subordinates to attract extrabudgetary funds may become a way to launder money by unscrupulous officials and to press small and medium-sized businesses, said Oleg Orlov, a Board Member of the Human Rights Centre (HRC) "Memorial".
