CE's CoM calls on Russia to fulfil ECtHR's decision on complaints filed by residents of Chechnya

The Committee of Ministers (CoM) of the Council of Europe (CE) has published four resolutions on supervision of the execution of the decision of the European Court of Human Rights (ECtHR), adopted in cases versus Russia. They include the case "Khashiev and Akaeva vs. Russia" on killing of the applicants' relatives in Grozny in January 2000. The ECtHR's judgment on the case remains unenforced for more than 11 years.

The "Caucasian Knot" has reported that the judgment in the case "Khashiev and Akaeva vs. Russia", which combined the complaints filed by Magomed Khashiev and Rosa Akaeva, was pronounced by the ECtHR on February 24, 2015. The ECtHR obliged Russia to pay in favour of the applicants 15,000 and 20,000 euros, respectively as compensations for moral harm. At the same time, the ECtHR passed its judgment on complaints about the airstrike against refugees on October 29, 1999, and the shelling of the village of Katyr-Yurt on February 4, 2000.

The ECtHR's resolution has also noted that in most cases, criminals have not been found, investigations have failed to result in punishment of the guilty persons and only in five cases, the authorities declared suspects wanted.

The CoM of the CE has called on the Russian Federation to solve the problem of periods of limitation for investigations into forced disappearances, the "Kommersant" reports.

Lets us remind you that on December 6-8, the CE's CoM also raised the issue concerning Ilgar Mamedov, an Azerbaijani oppositional politician, who despite the ECtHR's decision on his release from prison is still kept behind bars.

  • Two natives of Northern Caucasus injured in shootout near “Wildberries” office in Moscow

    A shootout took place near an office of the “Wildberries” Company in the centre of Moscow. As a result, at least one person has been killed and several others have been wounded, sources report.   • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.
