Experts link attack on ROVD with activation of "sleeping" IS units

The attack on Novoselitsk ROVD (District Interior Division) a "presentation of capacities of the IS unit, operating in the Stavropol Territory," said Andrei Serenko, the Chairman of the Expert Council of the Research Foundation of Electoral Politics.

The "Caucasian Knot" has reported that today an attack was committed on the building of the Novoselitsk ROVD. According to law enforcement bodies, as a result of the attack there were no civilian or police casualties; only the three attackers themselves died: two were killed and one committed a self-explosion. A law enforcement source has stated that the attack was committed by three residents of one of local villages.

"Now, the 'Islamic State' (IS) is creating its own terrorist structure in Russia. The 'sleeping' Jamaats of the IS exist already in Chechnya, Dagestan and other republics of Northern Caucasus. IS units exist also in a number of the so-called 'Russian regions', such as the Volgograd and Astrakhan Regions," says Andrei Serenko.

"Obviously, the Stavropol Territory is within the scope of IS' interests. The today's attack is a combat presentation of the IS in this region," expert told the "Caucasian Knot" correspondent.

According to his story, the IS unit in the Stavropol Territory has proved that it "has suicide bombers and explosive devices." In the near future, the IS will try "to present itself in other regions of Russia, including Moscow," the expert does not rule out.

Anton Chablin, a political scientist from Stavropol and a journalist, noticed, in his turn, that so far there is no information about who committed the attack on the ROVD or claimed responsibility for it.

"So far, it is not known who the attackers were. The mystery remains also the belonging of militants to terrorist organizations. However, there is information that the IS had prepared a large number of people, who were sent to Russia with the mission to organize terror acts and destabilize the situation," Anton Chablin told the "Caucasian Knot" correspondent.
