Experts treat appointment of Magomed Daudov Speaker of Chechen Parliament as promotion

The appointment of Magomed Daudov, the former chief of the Ramzan Kadyrov's administration, to the post of the Speaker of the Chechen Parliament is a promotion and aimed at further consolidation of power in Chechnya around Ramzan Kadyrov. This opinion has been expressed by political analysts interviewed by the "Caucasian Knot".

The "Caucasian Knot" has reported that at the extraordinary session held on July 3, Chechen MPs made the decision to appoint Magomed Daudov the Speaker of the Chechen Parliament. Earlier, he used to occupy the post of the chief of the administration of the Chechen leader and the government of the Chechen Republic.

"In terms of formal and institutional concepts, it is a promotion, since in the power hierarchy, the Speaker of the Parliament is the second man after the head of the region, at least nominally," the "Caucasian Knot" correspondent was told by political analyst Alexander Kanev, the leader of the regional programmes of the Foundation for Information Policy Development. He has also added that "Magomed Daudov is one of the key figures in the current power elite."

Alexei Malashenko, a member of the Scientific Council of the Moscow Carnegie Centre, believes the power of Magomed Daudov is determined not by his official status, but by his personal ties with Ramzan Kadyrov. "The today's decision means consolidation around Ramzan, the total consolidation," Alexei Malashenko told the "Caucasian Knot" correspondent.
