Rights defenders: statements about high crime resolution rate in Chechnya are untrue

The Chechen leader Ramzan Kadyrov said that the crime detection in the republic is high, reaching 100% in some districts. However, as noted by Lev Levinson, an expert of the Human Rights Institute, this statistics indicates not the real state of affairs, but the attitude of district authorities to the Ministry bosses; and Natalia Taubina, the director of the Fund "Public Verdict", believes that the absolute detection reports raise concern about possible violations of suspects' rights during the investigation.

According to Natalia Taubina, international experience shows that the detection rate of 67% is considered high enough, because "there are cases impossible for disclosure, even if all the necessary investigatory actions have been properly conducted; therefore, it is impossible to bring perpetrators to justice."

"I don't know any country in the world, where the 100-percent detection rate is cited as a positive criterion," she added.

Lev Levinson has added that the detection rate depends on registered crimes; and "they register only the crimes beneficial for them." "For example: the crime-solving rate (in Russia) of drug-related crimes is 99%. But what they do: they first find some disliked person; and only then put him or her under the respective article," he concluded.

Let us note here that according to the Russian General Prosecutor's Office for 2013, Chechnya was ranked 83rd by the number of registered crimes per 100,000 residents.
