Open Appeal to Chairman of the Investigatory Committee of the Russian Federation (ICRF) Alexander Bastrykin of residents of the Krasnodar Territory

Esteemed Alexander Ivanovich!

We, the residents of the Krasnodar Territory, who came to the reception held by you in the Investigatory Department of the ICRF for the Krasnodar Territory, are forced to once again appeal to you, because corruption among the bodies of state power of the Krasnodar Territory has reached the scale that threatens the national security and interests of our state, while the regime of outright trampling of citizens' constitutional rights has firmly established in the bodies of the executive power of Krasnodar and the Krasnodar Territory.

The case of every citizen of the Russian Federation, who came to your reception, is unique; however, all the cases are united by a common problem - a restricted force of law in the territory of the Krasnodar Territory, and hence the absence of rights and freedoms of a human and citizen. The state machine for destruction of constitutional guarantees of inhabitants of the Territory is running at full power suppressing all the layers of the population.

We have repeatedly addressed our similar appeals to various officials, including you; however, by some irony of the fate, they all were downloaded to those, against whom we complained in our appeals.

The cases of all residents of the Krasnodar Territory were repeatedly considered by the investigatory bodies of the Krasnodar Territory; the adopted procedural decisions were supervised by the bodies of the prosecutor's office, including the Territorial Prosecutor's Office. With all the specificities of the essence and events in every particular case, and reasons and arguments in victims' applications asking to prosecute fraud and corruption, the result of the investigatory check is always the same: the initiation of the criminal case is denied "for lack of crime elements" and the "refusal" statement is legal, reasonable and duly motivated"; therefore the supervising prosecutors "have no grounds for prosecutor's reaction."

In those rare cases, when citizens manage to restore law and prove obvious violations of their rights in court, the enforcement of judicial orders is boycotted by bodies of state power, while prejudicial conclusions of the courts have no value for the bodies of investigation and prosecution. Instead of punishing the criminals, whose wrongful acts have been proved by judicial decisions, investigators seek out circumstances to refuse to open criminal cases, thereby covering real crimes and strengthening corruption ties.

After you last reception on October 27, 2011, nothing has changed; the Investigatory Division for the city of Krasnodar just a week before the today's reception began to frantically invite to reception to the acting division head, realizing that everybody will go again to your reception.

This time we do not ask but demand YOU to intervene, finally, in the current situation in our Territory in accordance with the applicable Russian legislation and stop the progression of corruption.

    A court dismissed all the arguments of the defence and upheld the decision to fine Marina Melikhova, an activist from Kuban, whose verse the law enforcement bodies recognized as discrediting the Russian Armed Forces. Marina Melikhova, who does not have the money to pay the fine, intends to file an appeal against the court’s decision.

  • Two natives of Northern Caucasus injured in shootout near “Wildberries” office in Moscow

    A shootout took place near an office of the “Wildberries” Company in the centre of Moscow. As a result, at least one person has been killed and several others have been wounded, sources report. Among the victims have been Abubakar Mestoev and Umar Chichaev, mixed martial arts (MMA) fighters from Northern Caucasus, reports Shamil Khadulaev, the chair of the Public Oversight Commission (POC) of Dagestan.

  • In Volgograd, court recognizes absence of HIV therapy in prison hospital

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.
