Ingush leader Evkurov is among three most open Russian governors

According to the Russian media rating of the "National Monitoring Service" and the "Institute for Independent Political Research", following the results of 2011, the Ingush leader Yunus-Bek Evkurov entered the top three most information transparent heads. According to the study, the most inaccessible leader in Southern Russia is Alexei Orlov, the leader of Kalmykia. Ramzan Kadyrov, the leader of Chechnya, occupies the 30th position in the rating.

Media rating of the heads of the constituent entities of the Russian Federation shall be based on the coefficient of information transparency. The coefficient reflects the degree of openness of person in front of information sources, and it is calculated as the ratio of the number of publications containing direct or indirect speech of the person to the total number of publications with his reference.

The top rating does not include the persons, about whom the media writes most of all, but it includes the persons, every reference of whom contains message of an audience. This was emphasized by the website of the "National Monitoring Service".

Sergey Sobyanin, Mayor of Moscow, is the leader of the rating for 2011, Yunus-Bek Evkurov occupies the second place, Vasily Bochkarev, Governor of the Penza Region, completes the first three places.

It should be noted that Yunus-Bek Evkurov, who was also twice interviewed in 2011 by the "Caucasian Knot", in May 2011 held the top line in the media rating of the "National Monitoring Service" and the "Institute for Independent Political Research".

Out of the constituent entities of the southern Russia, Valery Gaevsky, Governor of the Stavropol Territory, has entered the top ten rankings for the year (the 10th place).

The top 25 transparent leaders of the Russian regions includes Arsen Kanokov, the leader of Kabardino-Balkaria (the 14th place), and Alexander Tkachov, Governor of the Krasnodar Territory (the 17th place).

The top 50 of the rating includes the Chechen leader Ramzan Kadyrov (the 30th place), Aslan Tkhakushinov, the leader of Adygea (the 34th place), and Alexander Zhilkin, Governor of the Astrakhan Region.

The number of the least transparent leaders includes Anatoly Brovko, the head of the Volgograd Region (the 53rd place), Taimuraz Mamsurov, the head of North Ossetia (the 58th place), the Dagestani leader Magomedsalam Magomedov (the 64th place), Vasily Golubev, Governor of the Rostov Region (the 70th place), and Alexei Orlov, the leader of Kalmykia, who occupies the 71st place.

According to the authors of the study, the ratings are based on analysis of more than 600,000 information messages from more than 400 federal and 2000 regional editions: TV channels, radio stations, media, news agencies, and Internet-based media.
